Site Safety Training Card (SST)

Chapter 33 of the New York City building code is to be amended adding a new section, Section BC 3321 Construction Site Safety Training.

Main Points

  • All workers employed at a major building site shall receive orientation and training as required by this section. section 3321
  • On and after March 1st , 2018, and the day before the SST second compliance date each construction or demolition worker employed by the permit holder or subcontractor working on behalf of the permit holder must have one of the following:
    • OSHA 10 Hour Class
    • OSHA 30 Hour Class
    • 100-Hour Training Program
  • On and after the SST second compliance date, and until the day before the SST full compliance date, each worker must have an SST Card, Limited SST Card or a Temporary SST Card and each worker who is serving as a site safety manager, coordinator, competent person or superintendent must have their SST Supervisor Card
  • On and after the SST full compliance date, each worker must have an SST card or a Temporary SST card. Site safety managers, coordinator, and superintendents, and concrete safety managers and competent persons must have an SST Supervisor Card.
  • Permit holder must keep a daily log that identifies each worker that includes for each worker a copy of the SST card, SST Supervisor Card, Limited SST card, Temporary SST Card or Proof of compliance with the standard.

SST Cards

Temporary SST Card

  • This card may be obtained from an SST provider by new entrants into the construction or demolition workforce who have completed an OSHA 10 hour class. (card expires 6 months after issuance) Must have the following to obtain this card:
    • OSHA 10-Hour Class

Limited SST Card

  • This card is obtained from an SST provider by completing an OSHA 10 Hour class and 20 additional safety training hours specified by the department, including 8 SST hours relating to fall protection; or by completing a 30 hour OSHA class. Must have at least one of the following to obtain this card:
    • 1. OSHA 10 Hour class with 20 hours of additional training
      • Osha 10-Hour Fall Prevention and
      • 8-Hour Fall Prevention and
      • 8-Hour Chapter 33 (Site Safety Manager Refresher) and
      • 4-Hour Supported Scaffold User
    • 2. OSHA 30-Hour Class
    • 3. 100-Hour Training Program Approved by the department At a minimum meets the coursework identified in item 1 or 2 above.

Site Safety Training Card (SST Card)

  • This card is generally obtained by completing an OSHA 30 Hour Construction training course plus 10 additional hour of SST Training. Those individuals who already have an OSHA 10 may take 20 hours of additional SST training to meet the requirement for this card. Must have at least one of the following to obtain this card:
    • 1. OSHA 10 Hour Class with 30 Hours of Additional Training
      • OSHA 10-Hour Class and
      • 8-Hour Fall Prevention and
      • 8-Hour Chapter 33 (Site Safety Manager Refresher) and
      • 4-Hour Supported Scaffold User and
      • 2-Hour Drug and Alcohol Awareness and
      • Four hours of General Electives (view classes below) and
      • Four hours of Specialized Electives (view classes below)
    • 2. OSHA 30 Hour Class with 10 Hours of Additional Training:
      • OSHA 30-Hour Class and
      • 8-Hour Fall Prevention and
      • 2-Hour Drug and Alcohol Awareness
    • 3. 100 Hour Training Program Approved by the Department At a minimum meets the coursework identified in item 1 or 2 above Typically received as part of a Union Apprenticeship Program

SST Supervisor Card

  • The Site Safety Training Supervisor Card is acquired by completing a total of 62 hours of site safety training. In order to be eligible for this card you must complete the following courses:
    • OSHA 30-Hour Construction Training
    • 8 Hour Fall prevention
    • 8 Hour Chapter 33
    • 4 Hour Supported Scaffold User
    • 2 Hour Site Safety Plan
    • 2 Hour Tool Box Talks
    • 2 Hour Pre-Task Meetings
    • 2 Hour Drug and Alcohol Awareness
    • 2 Hour General Electives
    • 2 Hour Specialized Electives

Site Safety Training Credit

One hour of training that satisfies the following :

  • The training relates to a topic identified by the NYC department of buildings
  • Training must be done in-person or actively proctored online
  • If training is done after March 1, 2018 it must be conducted by a SST Training Provider

Penalties

  • Minimum penalty of $5,000 per violation of section 3321.1 of the NYC building code.

Reduction of penalties for sponsoring site safety training

  • Employers are to be given a reduction of penalty fees if they have paid for the cost of one or more workers to obtain training needed to comply with the amended rule.
